When I did my Modified I knew everything would be painted and didn't want to peel the paint. My solution was to decided where all the ground mounts needed to be to "connect" everything. Once that was decided I TIG welded stainless bolts to the steel before painting. This gave me a threaded, stand off ground stud to attach anything I wanted. I had no electrical issues.
