Brake adjuster stuck

Trying to set front brake shoe adjustment on my 66 ffpw. For the lower two cam bolts, I've loosened the locknut, but can't get the adjuster to budge. 7/16 is smallest that fits, but pretty loose, so hesitant to lean into it too hard. Any tricks? Thks
