Yes if the float level is too high it will overflow the bowl. Also as stated the needle valve that opens as float calls for fuel could be a culprit. Its easy to remove the carb top to check the float level or you could first try a new needle valve just unscrew the fuel line from the carb and remove the valve and put the new one in
