There are a couple of key factors for working on wheels with split locking rings. When dismounting take the valve core completely out of the stem so there is no possibility of building pressure inside the tire. From there it is a game of unseating the bead and removing the ring. The former generally being more problematic than the latter. For mounting all the components need to be in good condition. Specifically the locking groove in the wheel and the lip of the ring. The Budd's used on the Power Wagon (and likely others) are pretty safe once assembled. The design of the lock ring does not allow it to spread once the bead is set. There was more concern for the possibility of the marginal tire coming apart than the ring coming off on the last wheel we assembled.

Obviously caution is important and if something does not seem right it likely is not.
