Ok you can start the oil seal in the trunnion socket using a socket or other tool, place the bushing on the drift, and then drive them together. If you have a tool made, make that portion longer if you like, but you need to drive both the bushing and oil seal together. If you look in the trunnion, there are two step downs, one for the seal and one for the bushing. Driving the seal by itself can deform the seal once it hits the second step-down, and if you use a drift the same size as the seal you can still deform the seal by driving it to far.
