It all just depends on the construction. The norm now a day in BC is to have at least 3” of styrofoam SM which is R20, under a slab. Then it’s extremely important to have a thermal break between your foundation walls & the slab. We run 2” rigid insulation up between the foundation & the slab. So if this was the case at your place, insulation under your floor is not good. You get what is called zoning. Most people run a duct into the crawl space if using forced air & it just becomes a heated crawl space. I suspect what you’re describing doesn’t have insulation under the slab because even 10 years ago energy wasn’t a huge factor when building. Now a day, even a work shop...you’d just be throwing money away if you built a work shop & didn’t install rigid insulation under the slab. So the long answer...if you figure there’s no insulation under the slab...put bats in the floor or the best is sprayed in insulation/vapor barrier but also considerably more expensive.
