There is nothing more damaging to personnel than not having their backs. Federal, State and Local Governments have taken the position of placing liabilities on the employee and once you do that, the employee no longer takes risks in the performance of their duties, they become the complacent 9 to 5 group. This has occurred with Police during the multiple city riots over the past several months, in fact one city that de-funded the Police had the Police Chief on the carpet wanting to know why murders and shootings had significant increased, politicians defy all logic, so I can understand Fire Chiefs not wanting to take risks, with so many fires in CA and law suits.
