the quickest least expensive way is to put on taller tires. michelin 11.00 x 16, STA chevron 10.50 x 16 or maybe some super swamper options. There are 17" rims out there to give more tire options as well.
They are designed to go 55 at around 3000 rpms with 5.83 gears and stock 36" tires. Where i live that works fine. western WA has so much traffic you can rarely go faster than than anyway.
