What do you mean by medium towing? To me that would be 17K combined weight. Light would be under 10K and heavy would be over 22K.
The only way to tell If it will do the job you want is to look up the specs for this truck. All of it is available online. Google
1991 Dodge 2500 with Cumins to get curb weight, GVW, GVCW, tow rating and etc. There are web sites on towing that will provide all the specs also. Then look at what type of towing You will do. How much weight, 5th wheel or regular trailer and make your decision from facts about both truck and trailer. Also consider single axle or dual axles and brakes on the trailer.
What ever you do to improve a vehicle carrying ability will not change it’s weight rating. Air bags, helper springs, anti sway bars, tires, and etc wMay help the ridden but do noting else.
Not a simple yes or no answer. So many people exceed the weight ratings on 3/4 and single wheel 1 ton trucks. If you exceed the ratings you insurance company may not cover any accidents or if pulled over it’s not a cheap ticket for being over weight.
Just things to consider before towing.
