230 Distributor Issue???

I went to install the rebuilt distributor in my rebuilt 230 and it doesnt seem to be sitting all the way down in the engine block (see picture). It is about 0.250 to 0.300 from the anchor plate resting on the engine block.
When I got the distributor back from the distributor re-builder it came with a bunch of shims. I asked and was told that all the shims were on the distributor when they got it (all caked in oil and grease). Which would explain why I didnt notice when i sent out.
Now i am wondering if the distributor i have is the wrong one???
OR
Is it typical to have shims under the distributor?

Any help would be appreciated...
