Hate to tell you this Jerry, but these are easier to break loose if the manifolds are removed from the engine and separated. Less chance of spinning the adjuster cam that way.
If the cam is already loose on the shaft, rusted too thin to be effective anymore, or if things just will not loosen up, then the manifolds will have to be removed anyway to replace the parts with NOS. With it stuck in the winter position, the gasket between the manifolds may be toast anyway and in need of replacement.
Of course, to make things worse, every set of manifolds I have taken apart the bolts clamping the two together have broken off at the surface of the intake and have to drilled out and retapped.
