I can't tell 100 percent and I never had a fuel pump with the sediment bowl but is it on the pressure side or vacuum side of the pump? I keep thinking you have a restriction somewhere and the vacuum is too high at the pump. I searched around for a maximum vacuum before gasoline will boil excessively and I can't find much information. Too much variation in fuels around the country. I was able to find the Reid vapor pressures ranges and it varies around the country and also I don't think you can directly equate Reid vapor pressures to a boiling point anyway. It might be an interesting exercise to measure pressure on the suction side of the pump. I don't know the range but I feel like 1-2 psi negative would be in the range. I think I have a 5 psi gage and will try to put a gage on my scout which is mechanical just to see what I get. I have never had vapor lock on my scout so it is a reasonable test case.
