You said the fuel system from the tank to the carb is brand new. Did you install NOS parts or new modern parts? Did you bend your own hard fuel lines? Is the carb original type or is it a different carb that may have the inlet pointing in a different direction from original? How about the outlet from the fuel pump, is it pointing in the factory direction? Do you have the factory heat shield in place?
If you are not concerned with originality, first try a much longer hard line from the fuel pump to the carb. Route the line the furthest distance away from the manifold that you can get it. The line should come straight from the fuel pump directly towards the fender (almost touching), then straight up, and straight to the carb.
If you are concerned about originality, try the above suggestion at least temporarily to see if it cures the problem and then take it from there.
