Somewhere I have a 5" long section of the original copper wire from Hoover dam to Los Angeles. It is copper and was hollow. The story from the dam was that they couldn't span far enough with solid wire between support structures. The hollow reduced the weight and increased the span distance without significantly reducing the current capacity. This makes me think that current flows on the surface. They of course removed all the copper and replaced with aluminum which is lighter and stronger. I am not sure about stranded vs solid.
