Here is a suggestion:
Cut off the cable with a cutoff wheel on a grinder right where it enters the drum hole. Use about a 1/4” drill bit and drill thru the center of the cable stub, all the way thru. This will reduce the diameter of the cable and allow you to drive the cable stub out of the drum using a hammer and punch.
You may now be able to remove the set screw by turning it INTO the anchor hole and remove it from the inside. Clean up the threads and put a new set screw in.
