It looks like Border Tire, 6450 E Valencia, Tucson, AZ 85756 carries Titan tires. I have the "Titan T-Hawk 373" 9.00x16 NDT tires on both of my trucks and really like them.
I was told by my Titan dealer that they are made in Des Moines, Iowa and Freeport, Illinois. This was confirmed by a Titan employee when he saw my truck at the Trucker's Jamboree. I see their headquarters is in Quincy, Illinois.
I also found that my dealer got them for a lot lower price than that quoted on the Titan website.
