Yup, that’s how I’d deal with it & in fact if you buy a marine epoxy, a normal amount of surface rust will not hamper the coating so long as you use a scotchbrite or even better if you just hit it with an orbital sander & remove the bulk of it. Then just brush on or roll on silver marine epoxy. Most marine epoxies can be brushed & if it’s the roof...who cares so long as it’s got a good coating.
Spraying is obviously better looking if you have the equipment to do it...It won’t last any longer.
