Yes, i agree the powder coat can act as an insulator and cause grounding problems.
For that reason, I made sure that all the grounding studs were just sand blasted, however I didn't realize that the main G11 16W ground wire went to the back of the speedo bracket... which no longer made direct contact with the instrument cluster panel.
Ironically, the powder coating may have saved me here as it seems to have protected the grounding circuit (I'll have to inspect more thoroughly because somehow a short to ground happened).
I am relocating G11 to the panel grounding stud per the service manual and have run separate ground wires from the speedo and tach to this location as well.
The remaining guages (Oil, temp, fuel and ammeter) only need ground for the light bulbs and these have sufficient contact through the guage mounting screws into the panel, so I am good there.
I am still really perplexed and curious as to the labeling nomenclature on the wires.
