Yes,that's what it means. Today I was pricing some Super Swampers, 38-12.5-16, and they were $1072.00 for the tires (38" tall, 12.5" wide, for the 16"x6.5" rim, tubes and flaps, uninstalled. The tire shop would not install them on the split rims, since they to not have the install cage top protect them against possible explosion if installed incorrectly. My PW has the 5.83 gears so I think the 38s make more sense for me.
