I think most are on the driver's side frame just above the axle housing. But I have a 68 WM300 that has it on the passenger side about the axle housing. Also, some of the California built trucks have them at the end of the frame rail much closer together than when it's over the axle housing, driver's side.
Take some of that spray on paint remover, wire brush, steel wool, carb cleaner, rags and some rubber gloves. I usually spray on the paint remover and let it set for twenty minutes or so, wipe it off and wire brush it. The carb cleaner cleans it nicely after wire brushing or steel wool is used. I just keep repating this proces until they appear.
