So you CAN mount new radials on the old split rims?

I wish to mount new radials on my original '50 PW rims. If I don't want to run tubes, I use a flap? What is a flap? Does it just sit in the groove and seal in the air in betwen the two halves of the split rim? Should I run tubes anyway? What's the best way? Thanks!
