When repainting, do you sand and paint (primer first) over the old paint or should you completely strip the old paint down to bare metal and then prime and paint? I have heard that nothing sticks like that old lead based primer so it is a good idea to leave it on as long as it's not flaking off or having any other problems. I'm talking about sheet metal not frame and iron pieces. I've done it both ways and dont notice a difference in the quality, short term, but are there any long term considerations?
