That's what it boils down to. In my case, after 10 years I finally have tenants that I like and for 2 of them, just before the health crisis, I told them I would not be raising the rent at the 1 year point for at least 6 additional months. If someone screws you, you can't deal with it now, but they are on the list for the future. Calif is very pro tenant. it is getting harder to get rid of bad apples.
