There's a short somewhere.
All the original gauges and senders are 24 Volt and will read low.
Best thing I think is start over and rewire it, at least under hood, behind the dash..
The wiring behind the dash is probably brittle and bare.
Make sure the combination headlamp switch is off.
A function could be on and going to ground on that circuit.
