It is a forging difference. The Power-Wagon hook is longer - sticking out further from the face of the rear crossmember. This allows the lever to unlock it. If you put an earlier hook on a Power-Wagon, you cannot unlock it as the lever will hit the lip on the underside of the crossmember before it travels far enough to unlock.
