If it is not a design flaw, I would suspect overheating. It is not uncommon to set the brake on these Power-Wagons, and later take off driving without remembering to release the brake. With the torque that the 230 and 251 engines have, it is easy to do and not notice until smoke starts filling the cab.

I would not hesitate to use a cracked drum for what it was intended - to hold a truck parked in place. Just don't trust a cracked one to work as an emergency brake to stop a truck that is in motion.
