Worn levers and lose connections between the levers and rods are common. I have been using the following method for so long (almost 40 years now) that it has become habit. This can be done one-handed:

Push down on the lever with your thumb in the valley right next to where it exits through the hood side. This will be where you are exerting the most force. While doing this, lift up slightly on the end of the lever, away from the hood side, with your index and middle finger. (The lever curved downward slightly near the end so it is easy to grasp with two fingers under it). The upward force here with your fingers will not be as great as the downward force with your thumb. You are wanting to keep the tang at the inner hood side of the lever as low as possible to compensate for wear between the lever and rod, or the rod and the brackets it guides through.

Then, with one sudden movement, snap the whole lever downward towards the fender. If your fingers are not strong or big enough, you can use your other hand on edge (karate chop fashion) to put additional downward force on your thumb over the hood side of the lever. Be sure to keep some opposing upward pressure on the outer end of the lever with your two fingers underneath.

I have never found a hood that could not be opened or closed with this method.
