A cover over the cable/drum whether it's custom made of vinyl or a simple piece of canvas will do nothing for your problem. The drum should not turn if the clutch on the side of the drum is disengaged completely, and if the little brake pad on the shifter is functioning correctly (like Mark said).
VPW and probably Midwest Military have the new pads and parts.
