My 51, which is original, is 6 volt and has only 1 wire at the sending unit at the tank. What voltage do you have at the sender wire at the tank (remove the wire from the sender to check the voltage). You can remove the sender from the tank. It should have a ring that spins and then lifts off. Then you can remove the sender. Connect a volt meter between the terminal of the sender and the frame of the sender which should be ground. Move the sender’s arm and the ohms should change. If there is no change in ohms, you can remove the small cover on the sender and check the cone shape resistor and the arm the rides on the resistor. The arm needs to be touching the resistor. Also check that the arm hasn’t worn through the wires of the resistor. The arm riding on the resistor should move with the sender’s level arm. Also check the float on the arm it’s either cork or a hollow brass float. Make sure that it is there and actually floats. If the cork is gone or will not float or the brass float is full of gas repair as needed. Also check that the small resistor cover is not touching the resistor. Mine was touching the end of the resistor cone and I had to lightly push on the resistor to put it back in it’s correct position.
Just check each part of the system and you will find something.
