Those were a mismatched set. The one with the shriveled lens is the early version which is a model 604. The other one is a 704. Easy way to tell from the outside without the marking is the rivets on the lens cover face. Those early ones were thin plastic that was heat formed and didn't age well at all. I've got NOS sets that have never been installed in the box and the lenses are all shrunk up. Signal Stat knew there was a problem and made new lenses where the raised arrow was solid. those hold up well but be aware as there are at least 3 shades between yellow amber and more of an orange. The early center sections are different too as they are flat rolled steel with just a beaded edge. To attache the lenses they put in 2 C shaped steel pieces that are also riveted to the center section. You could only rotate this style every 90 degrees and they are pretty flimsy when apart. The later 704's have stamped outer mounting bosses that are spot welded to the center and are very strong. Most are predrilled so you can index every 45 degrees if you wish. More info than you ever needed to know right? LOL
