Only problem with doing a vacuum test, if there is something floating around in the bottom of the tank and obstructing the pickup tube, it's not going to show up under a vacuum test.
I had a spider web type of debri get in one of my tanks one time and plug the sock on the pickup tube and cause the same type of issue. It was like a ball of jelly.
I'd just pull the tank or the sending unit to look inside to see if the pickup tube is getting obstructed from something. JMO
