What size is your fuel lines from the tank to the pump and from the pump to the carb? It must be 5/16.

Anything smaller will not be able to deliver the volume of fuel required at higher engine RPMs.

Double check that your fuel pump can actually deliver volume of gasoline at say 3000 RPMs on the engine. My 2 cents worth.
