Well, you never know what a previous restoration entailed, a proper frame off, or just clean the grease and paint. The oil seepage from the felt seal is normally caused by using grease in the knuckle that liquidates over time, that's more than likely what you're seeing. It's nothing to worry about, but I would get a knuckle kit and go through the rebuild process of the knuckle. This will give yo an idea of the quality of the previous resto. Not all knuckle kits are the same, you want a kit that has the metal shims included, see link to my site. The Axle-Front section of my site has a link for grease if you don't have a preference, although expensive compared to others, the oils do not separate and it clings good to parts.
