Considering all the work you have put into the fuel system (cleaned and coated tank, new fuel line, new fuel pump, rebuilt carb) and the issue showing up in the wet, I'd check spark. I have a little tester like the attached link that has been handy for finding issues on the high voltage side. Damp tends to aggravate electrical issues.
