First check and see if there is power to the horn when you push the putting on the steering wheel. Once that is confirmed, push the horn button again and listen to see if there is a slight chirp. If there is then the coil in the horn is working. If there is, try adjusting the screw on the back of the horn. Turn it a couple of turns one way and try the horn. Count and keep track of the turns. If it sounds hire like a beep turn it a little more and try the horn again. Try this a couple of times, if no results turn the screw back to where you started. Now do the same thing again turning the screw the opposite direction. If nothing seems to work, you can take the horn apart. Check to see if the wires are connected inside the horn and look for any debris or rust blocking the reed. If so clean it out and fix any wires and put it back together and try blowing the horn again as above.

I did this exact process on my 51 PW and the horn works great.
