I would suggest that standard grade bolts would be more than strong enough, if the threads were in good condition and had some grease or anti-seize on them.....But I just removed four broken bolts from the passenger fender of my project Carryall. I think the corrosion/rust seizes up the bolts and they break when being removed. I will be using grade 5, with greased threads, definite overkill, but peace of mind.
The running board carriage bolts are quite soft, but they only need to be snug.
