That looks like the idler shaft on a gear driven transfer case. I looked at a couple of companies that sell/make repair parts for gear drive transfer cases but didn't see material. You might try calling Novak conversions. They have always been very helpful to me and they might either make one to your dimensions or at least recommend a material. I would think if it holds up in a transfer case it would work in a pto?
