That is typical damage. I suspect that is caused by someone not realizing the winch was engaged and it wound up really tight and that arm tries to relieve the pressure by bending and egging out the hole. My PW winch arm was really badly bent and the winch extension were bent 30 degrees down which bent the bumper mounts. The front and rear angle iron were really twisted where the arm mounts. The teeth in the bronze gear were bent over and were being ripped out of the body of the gear. The cable guides were fine as was the spool, shaft and gear housing.

I was able to repair all except the arm and gear. You can have a machine shop make a new shaft for you. It is a standard diameter and all they need to do is cut the keyways if I remember correctly.
