I think dual application is like a dually truck. The concept is that the axle doesn't share the load perfectly. If you have leaf springs and a toggle in the middle a tandem axle should share pretty well. This has always been my thoughts and my 14k trailer has e rated tires rated at 3500 each in single configuration so I think trailer mfg use the single rating.
If you want to be safe find a scale and weigh the truck and trailer. I suspect you will be ok but using all the available rating. I towed an m37 home when I bought it with a 7k trailer. An m37 with winch probably exceeded the weight rating but towed fine. I was using a 3/4 ton and put a lot of weight on the tongue also. I rented a trailer once that was rated for 11k with two 5k axles and the mfg used the required 10 percent tongue weight in the rating. I am not sure this is entirely kosher but it was on the trailer data plate. Never hurts to have more when it comes to trailers but if you're within the rating you should be safe as long as you keep speeds appropriate. Also brakes on both axles, I have seen some 7k with brakes on just one axle. Definitely can't have too much braking!!!
