Poly 318-timing chain oiling

How does a 318 poly oil the timing chain? I've bought one that was recently rebuilt, had squeeking harmonic balancer. Balancer is OK, but when I pulled it, is dry inside cover. I ran engine w/o balancer, no oil anywhere that I can see (inside timing chain cover).Balancer has some rust on it where it is inside front cover, so appears to not be oiling. Where should it oil from? Cam bearing?
