I don't know how it was done, I'm sure they varied engine speed to measure dependability all the way to just below floating valves to determine how the engine would hold up . Probably the biggest impact from high RPM would be faster engine wear due to heat, especially bearing wear on the crankshaft. You're right about the governed speed, some feel that is cruising speed of the engine other feel it is the maximum speed for short jaunts. Looking at piston plane engines of the same era, 2500 rpm was the cruising speed on a radial. I drive my truck 2,000 to 2,500 rpm, long stroke, so I’m looking at getting the most out of the engine. I certainly wouldn’t use the testing speeds for breaking in an engine. Engine breaking by the manufactures of the day were driving the heck out of the car off the assembly line to its staging point, that broke the engine in.
