Usually it's a matter of jumping through the hoops. Do you have a DMV on the island? If you have to go to Anacortes, or somewhere on the mainland, it could get to be a problem. You will undoubtedly have to have the truck inspected by an official from DMV to confirm the frame numbers, which means you will have to find them.
Once you get all the paperwork done, they will issue a limited title, that allows for anyone who can prove the truck was stolen from them to reposses it.
So, basically, it depends on how bad you want the truck. :)
