The answers for top end speed would not be simple, but getting a overdrive aux trans like a Brownie (for 2WD mode) or Adavanced Adapter Unit?
I saw a 1960 VFD brush truck where they went from 9X20 tires to 12.5X20 tires. I haven't done the calculations though to see how much that would help- just for interest's sake.
