Yes, there is a seal where the piston rod from the booster diaphragm goes into the booster cylinder. If the seal is bad it can accumulate brake fluid inside the housing that is not evident at the wheel cylinders. There is a lot of room inside the diaphragm housing... If you have a dual circuit brake system and dual boosters then you have twice as much space for fluid to collect unseen!
