On the very early frames that I have seen that had the drawbar mounts on the face of the rear cross member, they were were not positioned vertically, but located at a slight angle, top holes wider and bottom holes narrower. I believe the frame shown is an M601 frame and these nuts were for the bumperettes to bolt to.
