This situation may have changed, as far as the quality of the parts available, but it sounds like a similar problem I had 10 years ago.
The fuel level reading was off at least about 1/3 on the level. With lots of input from others, I made sure the tank was well grounded like what was advised here.
I finally sent the gauge and “new” sender in to a gauge repair shop. The gauge checked out OK. They said most of the “new” senders people buy now were Chinese repros and not set up/calibrated very well - in this case not set correctly as far as resistance for a Dodge application . They said that was the problem with the one I sent in. They had me send them the original sender from the tank, which they fixed. When I got it back, I did the mod Dave Sherman suggested, also grounded the tank well, and after installation - presto, it was spot on accurate.
I returned the “new” one to the supplier for credit.
