55 FFPW Bed

I purchased an disassembled 55 FFPW bed. In the rear stake pockets on both sides there are three holes drilled on the sides opposite to the tailgate. One is through both sides of the stake pocket, the other two are higher, staggered, and about 5/16ths.

Are these factory and necessary or were they drilled by previoes owner and not needed? I ask because I am doing body work on the panels.
