Chris, I would first check your float level. It sounds like the float is set way too high or your needle and seat are worn out causing a flooding condition. Also, check to make sure the end of one of the legs of the horseshoe shaped retaining spring that presses down on the float pivot pin is not broken off. If one is, the air horn will not press it down far enough to keep the float in the proper position.
