Most of the certified welders that I,ve known will tell you that a 100% penetration weld is stronger than the original piece of metal, think about it, if a fillet weld is twice as thick as the metal and has 100% penetration then you have twice as much metal, also the hardness of the welding rod has a lot to do with strenght of the weld too. It is howerver a good practice to spread the stresses out by adding a splice plate.
