My Father in law runs some trucks out of Spokane, they haul doubles and usally have to shorten the frames on thier pup trailers. It is illegal in WA. to simply cut and re-weld the frames on those trailers. They must be fish plated and riveted or bolted back together. The reason, I'm told, is that when you put a weld in a frame like that it hardens the steel in it and you will lose some of the flex that is designed into the frame. Personally, I would put weld on the outside, and get or fabricate a nice tight fitting piece of channel on the inside and grade 8 bolt it in place.
